No, there's no reason (in 2011) that the phone shouldn't be able to do the update, all by itself, without a computer at hand. It's not like updating software is all that hard a problem.
There's no reason you should need to be tethered to a personal computer at all, regardless of how/where you draw the major/minor OS line.
