Hrmmm, is the arrow under the sign pointing both directions? <---> It's tough to see but that's what it looks like to me. I can't read the text at all but I'd assume a both-way arrow means "not on either side of this sign."
Stupid parking tickets. =( It's really easy to get them here, which I guess is a reason I'm glad I don't drive much. A friend got one this week because he didn't turn his wheels the proper direction while parking on a slight hill. They are all about curbing wheels here, which I guess is understandable.
