regarding #2: a LOT of stores, certainly gas stations, carry prepaid cards and starter packs with brand new SIM cards for a variety of mobile providers. you won't have any trouble finidng them.
i use the fonic prepaid system and am satisfied with it. i put about €20 on it once or twice a year, that is how little i use my mobile. which is why i don't have a monthly contract set up - i simply don't need it.
